1. Call to Order

President Pat Barrett called the meeting to order at 6:35 pm.

2. Welcome

Port Commissioner Keith Rubin was welcomed.

3. Approval of Minutes from Last Meeting

Motion to approve minutes of last meeting made by Dale Fowler, second John Pope. All in favor.

4. Open Issues

a. P/Q hoist status and timeline

At its meeting last Thursday, the Port Commission unanimously approved spending of up to $80,000 to bring the hoist up to planned standards. Jenkins Dossen is the project manager for the Port, and members of ASBC’s hoist committee will work closely the Port on the redesign. The hoist will be completed, tested, and ready by March 31 in time for the Tulip Regatta in April.

b. Marine Advisory Board representation

Boshie Morris attends to represent OARS. Vince Sellen agreed to attend to represent both AYC and ASBC.

c. Purpose statement on dry-storage yard

It was agreed that the following statement be displayed at the storage yard to promote ASBC:

The Anacortes Small Boat Center exists to enhance public access to the waterways of Fidalgo Island through improved launch facilities and the construction of a multipurpose small-boat center for storage, repairs, and instruction. Check out how we are doing at www.anacortessmallboatcenter.org.

Jane Billinghurst will have signs made.

d. Yard billing

The Yard Committee (John Pope and Don Pinter) reported that they are mostly caught up on arrears. They are still working on getting accurate information on yard tenants in a timely manner.

e. Gin mast committee

The Gin Mast Committee (Carl Frantz, Don Pinter, Ed Kennedy, Andy Schwenk) reported that the 75-foot mast donated by North Harbor Diesel has been cut in half and a new stand of 10-inch pipe has been made by Dakota Creek Industries. Pat Barrett will write a letter of thanks to both North Harbor Diesel and Dakota Creek. The winch will likely cost around $25. Ed Kennedy will be paid for drawings with his engineer’s stamp when he submits a bill. There is no date yet for completion of this project.

f. Membership dues collected

Many of the AYC members who paid ASBC dues when paying AYC dues have done so to show support for the small-boat community even though they are not active in ASBC itself. Thanks to AYC for including ASBC membership as an option on the AYC membership renewal form. There is also approximately $3000 from the 2011 Quick and Dirty Boat Building competition at the Waterfront Festival. There was discussion of the $15 membership fee for individuals and $25 for families. Is this too low? The Board will consider this issue at a later date.

g. Membership renewal process

Not discussed.

h. Website status

We are updating the Strategy Statement, current Board members, Supporting Organizations, and spelling out benefits of membership.

5. New Business

a. Quick and Dirty Boat Building competition

The Waterfront Festival has been moved to the first weekend in June. The Quick & Dirty Boat Building Competition is a major fundraiser for ASBC and generates interest at the festival. For 2012, the plan is to expand the number of tents from 7 to 9. There will be nail sales, judgeships, and sponsorship. In addition, there may be a Quick & Dirty Band event, where people make instruments for a band to engage the crowd in the boat event. The goal is $3,500-$4,000. Pat Barrett would appreciate help with this.

b. Port dredging M through P/Q docks

The Port will be dredging on the shore side and under the hoist. The operation is in the planning stages, with execution in the fall or winter of 2012/13. Jenkins Dossen is the project manager. ASBC inquired whether during this work, water access could be created for easy launch of small craft from the shore.

6. Old Business

a. Lido Nationals

Nationals will be held July 23-27. Monday is Juniors; Tuesday, Wednesday, Thursday will be Nationals, and Friday will be Women. Arrangements are being made for lodging in campsites, RV parks, motels, and home stays. Beth Bell will email Mac Madenwald about how OARS can help with home stays. In the past, home stays have not been a possibility for the Lido Nationals, so it’s great to be able to offer them in Anacortes. The P/Q dock hoist could handle up to 20 boats, but up to 30 are anticipated, and it would be preferable if they did not have to be hauled out of the water every day. ASBC will talk with the Port about the possibility of a temporary floating dock at Seafarer’s Memorial Park. The Youth Sailors will help.

Approval of Board Members

Motion by John Pope, second Vince Sellen, to approve Beth Bell as the OARS representative. All in favor.

Motion by Pat Barrett, second John Pope to approve Rembrandt Smith as the Hole in the Wall representative. All in favor.

Motion by John Pope, second Vince Sellen, to approve Greg Denman as ACMC representative. All in favor.

Mark Bunzel will talk to Skagit Valley College and the Anacortes School District (Mike Beemer and Mike Swietzer) about being ex-officio Board members. If they do not want this level of involvement, they can be supporting members only.

Jane Billinghurst will talk with the Anacortes Radio Controlled Sailors (Jack Richardson) to see if they wish to remain as supporting members.

Approval of Gin Pole Estimated Costs

Motion by John Pope, second Vince Sellen, to approve expenditures of up to $500 of ASBC funds to pay for Ed Kennedy’s professional time and stamp, and for the winch. All other items and labor to be donated. All in favor.

Discussion: Board officers can approve additional expenses of up to $100.

Other Business

Signing authority

Pat Barrett, Andy Stewart, Norm Havercroft, and Jane Billinghurst need signing authority at Skagit Bank.

Organizational membership

There are no membership dues for organizations at this time. Organizational membership does not entitle members of those organizations to free access to the hoist. This privilege is reserved for individual and family members only. The following statement will be posted on the home page of the website to clarify this:

Member benefits

Annual financial contributions from supporting organizations help ASBC pursue its goal of enhanced public water access for small boats and a permanent building for use by the small-boat community on Fidalgo Island.

Individuals and families can also purchase annual memberships to help further the goals of ASBC. People who have purchased individual and family memberships have the benefit of free access to the P/Q dock hoist, provided they complete ASBC-approved training on lift procedures. If you are a current member of ASBC and would like to take advantage of this benefit, please contact xxxxx [contact to be decided]

P/Q hoist

Greg Denman will join the Hoist Committee and serve ad hoc on the Design Committee for the hoist redesign project.

Activities float at Cap Sante Marina

It was agreed that if the Port moves forward with plans for an activities float at Cap Sante Marina, ASBC would like to be involved (as it was involved with the redesign at Seafarers’ Memorial Park).

Access to parking lot at ESD

The intent at Seafarers’ Memorial Park was that park users would have at least some access to the ESD parking lot. There is now some dispute about this. ASBC needs to get something resolved—if only on a temporary basis for the Lido Nationals in July.

Future directions

Now that some of ASBC’s original goals have been achieved, the Board will consider a list of goals for the immediate future.

P/Q Dock Hoist Funding Approved

On January 5, the Anacortes Port Commission approved funding for maintenance work to enhance the P/Q Dock hoist. The contract with Washington Crane of Seattle will allow for extension of the crane arm by 3 feet and move the hoist motor to the mast, allowing for easier and faster launch and recovery of small, mast-up sailboats. Members of the Anacortes Small Boat Center will work closely with Port staff to make sure the details meet end users' expectations and goals.

This project is expected to be complete before March 31, in time for spring gear-up of sailing and rowing on Fidalgo Bay. The first Anacortes Yacht Club regatta for 2012 will be the Tulip Regatta, the weekend of April 14-15.

The Board and membership of the Anacortes Small Boat Center would like to thank the Port of Anacortes and the Anacortes Port Commission for their continued support of the small-boat community in Anacortes and our vision, which is to gain meaningful public access to the waterways of Fidalgo Island by the creation of a usable, multipurpose small-boat center to enable the on-water launch and use of small boats.

Vice-president Andy Stewart called the meeting to order at 6:30 pm.

Treasurer’s Report

In the treasurer’s absence, it was reported that we have about $14,000 in the bank with $3000 more to come from the Anacortes Chamber of Commerce when Pat Barrett submits the final paperwork from the Quick & Dirty Boat Building Contest at the Waterfront Festival.

Hoist

Dale Fowler reported there were three primary issues.
1. To repair/replace the rollers that allow the crane mast to rotate
2. To extend the boom
3. To move the winching mechanism

The rollers have been fixed and are now fully functioning. The engineering has been upgraded and they can now be greased as part of a regular maintenance schedule. The rollers still use the UHMW bushings.

The Port has asked two crane companies in the state to bid on items 2 and 3—the original company and one other. The bids have been received and the Port will choose one company to supply drawings. Once drawings have been received, the Port will include ASBC and any other interested parties before any plans are finalized. Both crane companies estimate it will take two to three months to fix the problems.

Beth Bell expressed concern that there had been no meeting with the Port to go over other concerns that have arisen during operation of the hoist. Steve Orsini expressed concern that what the crane company delivered did not appear to match the drawings that were approved. ASBC does not want to get in the way, but mentioned how well the process orchestrated by Becky Dardon worked when making refinements to the plans at Seafarers Memorial Park.

Dale Fowler says he is confident the hoist issues will be resolved. The adjustments call for more reach than even in the original design proposal. The target weight for the lift is still 3,500 pounds.

John Pope raised the issue of rigging getting caught in the I-beam, and Dale will consider a material to prevent rigging from getting hung up there.

Dale mentioned the Port has moved lights from the west to the east side of the pier.

Andy Stewart wondered if the pivots should have bearings instead of UHMV. Dale reported that Superior Systems feels the plastic is up to the task especially now the pivot can be greased and will be inspected and maintained on a regular basis. Andy Stewart wondered how it would be inspected if not under load at the time of inspection. Beth Bell wondered if an extra set of parts should be fabricated now in case of failure at some future date. Dale will check the inspection protocol and look into the possibility of extra parts.

Concerns were also raised about the speed of the mule. It could really use more power. Dale acknowledged this.

ASBC mentioned its concern that the crane company did not do a good job of creating a user-friendly hoist, and the crane was down for about 7 to 8 months in the 18 months since it was installed. Dale reported that the crane company did not give any hint that it felt responsible for the problems and took a long time to respond to the bid request to fix them. He acknowledged this was a problem.

Dale assured ASBC that Port will work hard to ensure that nothing in the revised plans is left to interpretation and that the Port will work to find money for the fix. He did not give a specific time line as to when ASBC will be invited to give feedback on the selected company’s drawings, but he reiterated, and Bill Short agreed, that the Port wants this to be a project that everyone can be proud of and the Port regards ASBC as being a partner in this endeavor.

Meeting with Cap Sante Marine Advisory Board

Boshie Morris reported no action as yet.

Yard Billing

Don Pinter reported that for nine months, $3622.24 has been collected, with another $1900 expected, plus money from two tenants for the next three months. There have been some problems collecting money, and clarification is needed on whether monthly rents are pro-rated or not. There are also problems when people take their boats out of the yard. Have they left for good or do they want to retain their slips? Letters should be sent out to check their intentions, and we need a better system of monitoring who is in the yard in any given month. John Pope mentioned that the rental agreement has been revised since it was originally drafted to include more elements. Insurance should also likely be reviewed. A committee should review standards and procedures in the yard.

Gin Pole

Carl Franz reported on the 30-foot gin pole designed by AYC member and engineer Ed Kennedy. Andy Schwenk will provide the mast. The Sea Scouts will build the pole. ACBC will need to purchase a small hand winch with an automatic brake and a couple of bags of cement for blocks. Ed Kennedy would like to be paid for his design.

It was agreed that 30 feet should be sufficient for the pole, which will be placed near the fence and can be moved if necessary. It was suggested Steve Orsini might have good ideas on final placement as he uses the yard. John Pope suggested parts be kept within the perimeter fence on the north side so they don’t get stolen while the pole is being assembled.

There was discussion about liability, and it was decided ASBC needed a more detailed plan from Ed Kennedy giving specs for all the components (mast, cable, boom, gooseneck, etc.) and the weight it can handle. These specs would then be posted in the yard. The design should have Ed Kennedy’s engineer’s stamp and guarantee that it will do the job. ASBC understands that Ed Kennedy will charge more for this work, but feels it is important to do this properly because of the interface with the public. Carl will talk with Ed about this. We will wait on getting the winch in case the final specs affect what winch would be most suitable.

There was also discussion about how much cable might be needed as the line needs to be able to reach from the top pulley to about 4 feet off the ground for small boats. This might affect the size of winch spool needed.

Dues

Vince Sellen mentioned that AYC members now have the option to pay their ASBC membership with a click of a button when they renew their AYC memberships online. We were all very impressed. We can get a copy from AYC of who has paid this way. Many complimentary remarks were made about the AYC web site.

Rotary

Pat Barrett reported in an email read by Andy Stewart that he, Pat, will keep in communication with the Rotary Club to ensure there is a dialogue if any of our plans have an impact on their park.

Publicity

Vince Sellen agreed to find information he has on file about the club that he will give to Dale Fowler so Dale has something to hand out to people when they ask about ASBC.

Renewing Memberships

We need a system, and a system that makes it easy for people to pay.

In view of the January holiday on the first Monday of the month, our next meeting will be 6:30 pm, January 9, 2012, at the Anacortes Yacht Club. Secretary Jane Billinghurst will inform members of the change in the meeting date.

Again, this year’s Quick and Dirty Boat Building during the Waterfront Festival is fast approaching… QUICKly, with less than 3 weeks to the competition and participants chomping at the bit to get moving forward with their thinking and designs.  

We have many teams returning to give it a go again.  Yet, because we’ve added space, there is room for another this year.  If you want to participate, grab some fellow workers or friends and come to compete.
 
I’ve attached this year’s rules along with entry form for your use.  There have been some changes to the rules in an effort to enhance the game and make it better.  We appreciate the input we received last year and in years past from participants and made modifications from last year as deemed appropriate. These include the list below but are not limited to the list so please read the rules carefully.

As in years past this is not only a fun Waterfront Festival event and supported fully by the Anacortes Chamber, but all proceeds from the support of our sponsors goes towards the local non-profit, Anacortes Small Boat Center - http://www.anacortessmallboatcenter.com.  Last year’s event raised over $3,000 towards this community effort!  The hard work and fun loving attitude of the various teams helped in this effort a great deal.  With that in mind:
 
Remember, this is officially not a competition but a demonstration of your skills and fun loving, hard working attitude.  In the spirit of things, we will again auction judgeships off at the EDASC Waterfront Kick-off Dinner on Friday evening the night before.  In addition, the People’s Choice award is “voted on” with community donations.  So if your strengths may not be in boat building…other avenues may be in order.   
This is a fully volunteer event by teams and organizers.  The teams and this event have become a major part of the Waterfront Festival with a huge crowd gathered on the docks to watch and cheer on the fun.  This is hard work for the teams and the hours of focused concentration and your participation is greatly appreciated.
